The Australian Human Rights Commission ("HRC") was established in 1986 under the Australian Human Rights Commission Act. The HRC was founded to monitor Australia's recognition of human rights, its compliance with its international obligations and to promote equal opportunities to all people within the community.

Any function performed by the HRC is legally required to have regard for the "the indivisibility and universality of human rights; and the principle that every person is free and equal in dignity and rights" and to exercise its functions efficiently with the view to benefitting the greatest number of people.

The HRC can accept complaints, conduct investigations and public enquiries, issue recommendations on human right contraventions, examine legislation or proposed legislative amendments that may affect employment or occupation opportunities and to report on its findings, to conduct research and educational programs to promote equality of opportunity in employment and occupation, prepare and publish guidelines and may intervene in discrimination proceedings.
