An authorised officer of the Local Council can issue a penalty notice to owners of a cat or dog pursuant to the Companion Animals Act for a variety of offences including:

  • Failing to have your dog on a leash whilst in an on-leash zone;
  • Failure to comply with their obligations as the owner of a restricted, menacing or dangerous dog (eg applying a muzzle when the dog is in public);
  • Failure to register the dog or cat within the timeframe allowed;
  • Failure to provide suitable identification of the dog or cat;
  • Failure to comply with a nuisance order.

If the owner does not wish to contest the penalty notice at Court, they can pay the fine by the due date. The maximum fine available is specified in the Companion Animals Act.
